Matt, I agree an even greater "surge" could come if they open up test offering at the $99 price without the invitation control and allow for single Ancestry accounts to order multiple tests.
So unless FTDNA is content with their existing client base and add-on test ordering...

Quick answer is No. You can not assume Smeltzers appearing on Gedmatch are related via your patrilineal line.
For one, 25 markers are relatively few to conclude your Hernandez descended from a Smeltzer. I would suggest Y37 or Y67 to see if Y DNA connection persists.
