You're a match for me, an H16. You could also be an H6, H13 or an defined group you'll sometimes see as H*. The only way to know would be the full sequence test.

11719 is in an named branch of H (other versions happened in a dozen or so other haplogroups), but next to it on the H branch is 9391. Hard to know without pulling the studies used to generate the tree (and what letters at those locations...

No, you're still in the R1b1c haploGROUP as you've been SNP tested as such. It's just one of the C's copies of DYS464 copied over the G. The term is a RecLOH, or re-combinatorial loss of heterozygosity.
