There is an "island" of R-M269 present in the population surrounding the location of the most ancient of the Andronovo cultures. That is the Sintashta culture. This is considered the epicenter of what became Indo-Aryan culture.

I took the coordinates from the location, which is apparently some statistical center of gravity. I had to expand the geographical range for "clusters" before a cluster showed in that part of the world. The tool provides no definition as to what a "cluster" means.

2800 Mile R-L21 cluster in Tibet?
