It is continuous. When new people take the FF test, if there is a match to you, they will be added to your match list.

I wouldn't try to make sense of FTDNA's Big Y matching system. You'll drive yourself mad.

I'd look at any clusters in which your project admins have placed you, and if you want to examine Big Y matches yourself, you can submit your sample to YFull and see what's available there.
