Checking siblings I manage: one pair currently shows 21874 for one, 25313 matches for the other.
another pair, 27324 matches and 24917
so seems yes, 3000 diff. In number of matches can be totally normal.
if you have 400 matches and he has 3400 matches - I would think probably not normal.
Are you partially a member of an endogamous population, by any chance?

FTDNA switched to the GSA chip in April 2019. So V2 after that date.
I have 7174 matches on the V1 chip. I am super Colonial and very Engish/Germanic on both sides and slightly endogamic. But I cant give any sibling comparisons (Sorry)

You might check if you have different versions of the test.
My siblings have not tested, but for what it's worth, I have 7304 FF matches, my Canadian born mother 4943, and my 17% Ashkenazi (down from 19% the last time I checked) step daughter 14,547.
