That would seem to be the case.
Logged into one account that I manage which only has tested to Y-DNA 111 level. (they belong to the common R-M269 group) and that option is greyed out.
Time Tree just shows generic list of people / haplogroups.
Confirmed via a couple of Big-Y 700 accounts that the 'Present Day Testers' option is available to them.
It just shows the number and the (self reported) country people descendants are from when selected, split off from the most recent common haplogroup between them.
