Latest Y-700 batches

I had a Big Y-700 upgrade from Y-DNA37 ordered 4/25/2019 and batched 4/29/2019 in batch 962. The Y-111 was completed around 5/16/2019. The rest of the Big-Y was just completed yesterday, 9/26/2019. Cheers.

I honestly understand your frustration, and agree that FTDNA should have sent additional vials on their own initiative. I hope you'll be able to get satisfaction, one way or the other. I, too, had a long wait: at least 6 months before finding out a replacement kit had been sent to a relative, and then another two months after much miscommunication with relatives who should have received the replacement kit. All for naught. I do hope you have better luck.

If you ask for one now, it should arrive well before his birthday. You may be able to get a sample from him and even mail it back in time before his birthday. I doubt the results will be ready by then, even if his current second vial is usable.
Are there other males in his direct paternal line you could test? Does he have any sons, or nephews from full brothers of his?
FTDNA's Refund Policy seems to have changed from what it used to be. I don't know if the same policy is in effect, but in early 2018, I was able to get a partial refund (25% less than original cost for refund after 1 year IN 2018) when a Big Y test required a fresh sample from the individual, but that individual passed away before he was able to give a new sample.
frankly, i don't care what their normal refund policy is, having already having to wait for 5 months(!) because they f***ed up are not normal circumstances.
in addition, when i initially ordered tests (familyfinder, mtdna and ydna67) for my father back in february, i requested additional vials at the point of ordering. these duly arrived and i carefully oversaw the whole procedure, all samples were sent. when i ordered the bigY in april i asked them if they needed additonal samples, answer no, all good.
when i wrote them this monday, september 16th asking if his sample might not have passed quality control, i got the email sendout everyone else got to wait until october 5th. (i am in europe so my mail to them was before they sent this out.) now, 3 days later, i get the info his sample failed and it sounds like the one remaining is the only they have left.
at every turn, i have tried to proactively avoid this situation, the least they could do is send additional vials on their own without my having to ask for more at this point. and no, if it comes to the worst, anything but a full refund is not acceptable under the circumstances.
to answer your question about other available family members for testing: my father is the only remaining male.

so after waiting 5 months for my father's big y to come through, i just received this:
Dear X.,
We are contacting you regarding the delayed Big Y-700 results on xxxxxx. We want to offer our sincere apologies for the delay you are experiencing. Unfortunately, there has been a recent quality control failure during the testing process on xxxxxx. The lab is working to reprocess your test at the highest priority, however, this will cause further delays. There was an additional sample in storage that has been pulled to continue processing your test. If this sample fails as well, and the lab determines a new sample is required, then we will contact you again and let you know a new collection kit is on its way to you. Unfortunately, this means that your test results will not be available by previously promised deadlines in emails sent out earlier this month. If this round of testing passes the quality control process, we hope to have your results available to you by the end of October.

Our Lab and IT staff have been working around the clock to expedite your tests to meet the predicted dates for Big Y-700 results that were included in the email we sent out in July, but unfortunately, not all customers will receive their results by the expected date.
If your batch date range isbetween April 16th and April 30th, you should receive your results between now and October 5th provided that there are no quality control issues related to your sample.
