What does it mean when there are Low Resolution and High Resolution matches and next to their name they have ** next to their name?

The ** just means those are relatively new matches.

FTDNA usually send me an email when they have found a new match for me, either on my Y DNA or mtDNA. I look up my personal page and the new match is at the top of the relevant column with ** beside his or her name. I supposed it's designed to catch your eye and make your new "relative" stand out.
