Can I join a project using just my autosomal DNA?

Yes, as long as the project administrator(s) have no objection to it. In the case of a haplogroup project, the administrators would probably not want members who haven't tested their yDNA or mtDNA and have the appropriate haplogroup for that project. There would be no point, for you or the project, to joining a project which you're not even sure is related to your test results.

In general, yes. That is especially appropriate for geographical/ethnic projects. Once you join, you can post to that project's Activity Feed.
