I clicked on "matches" and near the top of the page I saw this " If you match someone who has signed a Release Form their name(s) and email addresses are shown below.". What release form are they referring to and where is it ? Is it a link you click on here on this website ? Are the people that I match not able to see that I match them because I have not signed a release form yet ?

The release form is included with every DNA kit (it's a small green paper) and is what gives FTDNA permission to share your name and email address with your matches.
If you are seeing names & email addresses of your matches, then you have signed the released form. The message you're seeing is standard and just means that everyone who is listed as a match has also signed the release. Anyone who didn't sign the release isn't listed.
