I don't disagree with you that all projects should get the holiday discount (you may want to contact FTDNA about that), but... why not test your potential relative under the appropriate project for his surname or geographic origin? It doesn't matter what project you are in... it matters which project you order HIS kit through.
Also, for yourself, you should definitely join the appropriate haplogroup project in addition to being in the Adoptees project.

Fair is fair
Right now, I only belong to the "Adopted" group. When I went to that site, there was no indication that the holiday group rate for tests was available to that group. I know that it is just a $20 savings but it would be nice to treat all 'grooups' the same. I want to arrange for a test of a possible relative and it would be nice to get the $119 group sale price rather than the $139 non-group-member sale price.
