Apparently it appears that the origin of Indo-Europeans is in the Central Asian steppes, by Y-chromosome R haplogroups, but is R1b a haplogroup of Indo-European origin? OR is it Upper Paleolithic? What is the difference between R1b1c and R1b?

I see where you are going, and do enjoy, but it is worth noting that "Indo-European" is a linguistic classification for a language grouping that originated around the Black Sea area, and spread widely, irrespective of genomics, to the people of India and Europe. Exactly which of the genomic labels owned it, is something still unclear; we may be too late to find out, by five or eight millennia.

"Upper Paleolithic" is a cultural or toolmaking period classification within the discipline of Archaeology. The genetic connections to the demography of that class of toolmaking, which would also have spread without necessarily depending on genomics, are still under research, and sometimes much wild debate.
