Understanding Why Same Haplogroups are placed in certain seperate groups in a Project

This group has numerous kits and numerous Haplogroups.

Here is scenario

I'm looking at Group - Rlb Group 06.1 Patrick Henry Descendants.......There are two kits there..... Haplogroup R-M269.

Haplogroup R-M269 is placed in multiple groups throughout the Henry Project.

Why are these two kits, with Haplogroups R-M269, placed within this particular Patrick Henry Group.... Group - Rlb Group 06.1 Patrick Henry Descendants?

Is it because what the owners of the kit reported? Meaning the owners stated who their descendants were and where they lived?

The project admins place kits where they want to. The only way to know why these kits are arranged the way they are is to ask the project admins. We can make guesses, but a guess is all it would be.
