2nd-4th cousins with origins not of my background

Perhaps someone can explain to me how a 2nd-4th cousin with Scandinavian or eastern European origins or others that don't fit with my Scots-Irish, English,Welsh ancestry. I was told it could be from 500 years back but how does that work with 2nd-4th cousins?

Pile up

Please somebody else refine this. There is a concept called pile up in which a section of DNA will tend to replicate in full, I have it on my 12th Chromosome. It be quite long 12 cM, its a IBD (By descent) but it goes back farther than the algorithm predicts. A good sign for this is that there will be no other blocks longer than 2.5cM on the match.
