U9 Haplogroup Question?

I found a scanned certificate of a U9 haplogroup. Since I am U9, I took some interest to compare it with mine. Interestingly, I couldn't fit that person in U9 mtDNA tree. I don't have a match in HVR1 (not even one) and in HVR2 one is mismatched. So, my question is, is the below person really U9? If so, why does he not match me on HVR1?

HVR1: 16189C, 16519C
HVR2: 73G, 195C, 263G, 315.1C, 499A, 522- 523-

Myself:
HVR1: 16051G, 16193T, 16278T, 16357C
HVR2: 73G, 200G, 263G, 315.1C, 499A

Hi Felix,

I don't see the problem. This person has the defining mutations for U9 and U9b. so she's a U9b.

Be careful you are not mixing up the rCRS and RSRS reference standards. FTDNA is still using rCRS for the certificates, but the newer RSRS for the default on personal pages.
