Matching Both My Mother and Father?

I have a Family Finder match with two major segments. One is 17 cM the other is 13 cM. My mother only matches the 13 cM segment.
Could this mean my match has DNA from both my maternal and paternal lines?
The match says there is a case of cousins marrying in her ancestry. Does that only increase the time to MRCA?
