R-U198

My brothers-in-law show the y-haplogroup R-U198; proving my wife's father (my son's maternal grandfather) was R-U198. They have very old coastal North Carolina roots, but originated in the Southwest of England (Gloucestershire). I have read that R-U198 has genetic ties to the Low Countries and Rhineland, but is found in low numbers. Would I be correct in assuming that R-U198 is specifically Saxon?

Yes, it is quite possible that R-U198 is from the Anglo-Saxons.
