Haplogroup Prediction and Change

I have just gotten notice on the account page of a cousin who tested Y37 that the test is complete. However, it's not complete as only one marker of the 12 panel has been entered. One question is why would they only put one marker?

The main question is that there is a Haplogroup prediction of I-M253. How can a prediction even be made when only one marker on the first panel of 12 has been completed?
