Suggestions: Individual Will Not Send Back Kit

What is the best way to get someone to send the kit back to FTDNA?
The person has all sorts of excuses why she can't send it back.
At what point should I give up? It's been months.

If you paid for the kit and they will not return it I'd ask for a refund. At this point, if they did return it, you have no way of know if they submitted a good sample.

We've been in touch and it hasn't been returned. She said she'd do it several times but then doesn't.
I don't want to keep emailing since I don't know her. She's a close relative but we've never met since we live on different coasts.

Just keep giving her time. Eventually (sometimes) they will come through. So don't give up hope just keep touching base with them and "plead" with them occasionally. I had one family member that took months. There's nothing fast about this process from start to finish, at all!
